Mr. Curtis, of Phoenix, was born in Gary, Ind., and moved to Arizona 22 years ago from Michigan to work for the Game and Fish Department. He was named head of the Field Operations Division in 1979 and headed the department’s five regional offices. Previously, he had been the chief of the Wildlife Planning and Development Division. In Michigan, he had worked as a wildlife research biologist for the Michigan State Conservation Department. Mr. Curtis had a Bachelor of Science degree in zoology and a Master of Science degree in wildlife management from Michigan State University. He was a member of many professional and community organizations, including the Arizona Wildlife Federation, National Wildlife Federation, Boys Scouts of America, Arizona Administrators Association, International Association of Game and Fish Commissioners, governor’s Advisory Commission on Arizona Environment and Safari Club International. Honors included the U.N. Secretary’s Merit Citation Award and being named Arizona Wildlife Conservator of the Year in 1972. A Marine, he was one of the first Marine guards at the first U.N. General Assembly. He was a member of All Saints’ Episcopal Church. He is survived by his wife, Jane; daughters, Kelly Lynn and Susan Kay; sons, Robert B. and Miles D; one brother, and four grandchildren. Friends may call from 5 to 8 p.m. today. Services will be held at 2 p.m. Thursday at Grimshaw Bethany Chapel.
